As part of the $1.1 trillion "cromnibus" bill passed by the House, five billion dollars will be set aside for anti-ISIS efforts, including $1.6 billion for training "moderate" rebel forces in Syria and an extra half-billion is set aside to equip those forces. But it seems there's just one problem with that idea. On Friday, Infowars' Kit Daniels said a good number of those rebels either have ties to ISIS or have already signed a non-aggression pact with the radical Islamic group.
“The Secretary of Defense is authorized, in coordination with the Secretary of State, to provide assistance, including training, equipment, supplies, sustainment and stipends, to appropriately vetted elements of the Syrian opposition and other appropriately vetted Syrian groups or individuals,” the bill says. But who, exactly, are these groups?
In September, the Agence France-Presse said Islamic State jihadists signed a non-aggression pact with Syrian rebels in a Damascus suburb. According to the agreement, "the two parties will respect a truce until a final solution is found and they promise not to attack each other because they consider the principal enemy to be the Nussayri regime."

Abu Khaled, a "moderate" commander of the Free Syrian Army, admitted collaboration with ISIS, Daniels added. Bassel Idriss, the commander of an FSA-aligned rebel brigade, also admitted collaborating with ISIS and the Nusra Front in its fight against the Syrian army.
“A very large number of FSA members [in Arsal] have joined ISIS and Nusra,” said Abu Fidaa, a retired Syrian Army colonel who now heads the Revolutionary Council in Qalamoun. “In the end, people want to eat, they want to live, and the Islamic State has everything."
Quoting Sen. Rand Paul, R-Ky., Daniels said there's nothing stopping rebels from joining ISIS, possibly providing them with arms paid for by U.S. taxpayers. According to Paul, that has already happened.
“It’s a mistake to arm them," he told CBS after rebels sealed their pact with ISIS. "Most of the arms we’ve given to the so-called moderate rebels have wound up in the hands of ISIS, because ISIS simply takes it from them, or it’s given to them, or we mistakenly actually give it to some of the radicals."
The bill which has caused major pushback from conservatives is now being debated in the Democratic-controlled Senate. According to Rep. Jim Moran, D-Va., Democrats were given pretty much everything they wanted, even though the bill does provide for some things conservatives have sought for some time.
